Are you sure your mailman *.service files are correct. Especially with respect to ordering startup and shutdown (After= and things like that)? Does it contain your database service and network?

Yes, the file has:

After=syslog.target network.target postgresql.service

Yes, they are on the one filesystem that are on this system other than boot and swap, that have their own filesystems. No network filesystem involved.
