I can confirm the settings on the old Mailman 2.1 setup had "VERP_DELIVERY_INTERVAL=0" set. This is <https://gitlab.com/mailman/postorius/-/issues/394> The broken code tries to get the lists for the domain in the requesting URL which here is the web_host but the web_host has no lists. This is a complicated issue. See the whole comment thread in the issue where I am trying to mentor someone to a fix, but he apparently has given up. The issue is we don't have a method for retrieving lists by web host. Seems like the sort of thing to do daily. Loose consistency would be good enough. Waiting for the next bounce - which on a low traffic list could be a long time coming - does seem difficult to explain that to users. A daily update seems easier to explain.

I suggest doing the following assuming your Mailman database is not sqlite3 (if it is, just do step 2): 1) Stop mailman core and maybe other mailman services too. 2) Assuming the two shunted messages are still in Mailman's shunt queue, run `mailman unshunt` to unshunt them. If there are more shunted messages, inspect them with `mailman qfile` to see if you want them, They may be spam. 3) Restart your database server. 4) Start Mailman core and any other stopped services.
