It is used for things like the Archived-At: and List-Archive: headers in distributed posts. Because of the way the Python email library treats UTF-8 message bodies, list messages with UTF-8 bodies are sent with the body base64 encoded. This may or may not be an issue depending on whether you look at raw messages or perhaps grep mailboxes looking for things.
