How did that file get there? It looks like at some point you installed the Debian package. If you are following <https://docs.list.org/en/latest/install/virtualenv.html you shouldn't install the Debian package. In any case, just remove the file. If that's all OK, then I don't know what produced the original error, but I think you can ignore it.
