If you want prior Mailman behavior, just don't link multiple addresses to one user. You can have a separate user for each address and then each address will be considered as belonging to a different person which is apparently what you want. Going back to your original issue, why do you have a problem? These are messages that were queued in some queue, but now can't be dequeued after a few retries. In your case, this is probably due to permissions because of incorrect ownership. Examine the files with `mailman qfile`. If you don't want to continue processing the message, just remove the file. All of that is expected. import21 sets a members Moderation Action based on the Mailman 2.1 list settings and members moderation.
