It checks if there is one and only adds if there isn't, so it has to be some kind of race condition, possibly caused by inadvertently double-clicking a button or link. The venv will still run whatever Python it was built with. That's what virtualenvs are for - to isolate the software therein from external changes. If you are referring to the bounceevent table in the database, it would be OK to remove all the entries for which `processed` is True. If you are referring to messages in Mailman's bounces queue, if these are not processed and removed within 15 minutes of arrival, Mailman's bounce runner is not running.
