I had tried a fairly crude trawl through the mailman-core container files (not knowing what exactly to look for really), but failed to come up with anything. I know there are multiple issues with this, some of which have been addressed by cPanel, but porting a program like Mailman 2.1 to Python 3 is going to be full of issues mostly due to character encoding because Python 3 strings are different from Python 2 strings. There will be encoding and decoding errors all over the place. This error can also occur due to an error on templates. When you imported the list did you run `mailman import21` as root. This is wrong! Never run `mailman` commands as root. Always run them as the Mailman user, `list` in the case of the Debian/Ubuntu package.
