This is a reference to a migration in django-allauth. is django-allauth installed. If so, what version? In MM 2.1, a site has to enable open subscribes by putting ALLOW_OPEN_SUBSCRIBE = Yes in mm_cfg.py. Without this, list owners don't have the option.
