I have a question regarding the use of an open subscription policy. What is the reasoning behind such a policy? Is this something for an organization that runs a Mailman 3 instance on a private network?

It is strongly discouraged, and yes, it really only makes sense for a Mailman instance that is not exposed on the public internet.
In MM 2.1, a site has to enable open subscribes by putting
ALLOW_OPEN_SUBSCRIBE = Yes
in mm_cfg.py. Without this, list owners don't have the option. We should probably consider something similar for MM 3.
