How to tell who moderated a post?
Is there any way to tell which moderator of a list approved a particular post to that list?

Short of examining the web server logs to find the IP address that submitted the approval, no.

Look at the message from the list for the time in the X-Mailman-Approved-At: header. Then look in the web server's logs for a POST to something like https://example.com/mailman3/lists/<list-id>/held_messages with that time stamp.
