I've made a list personalized ( =2 in mailinglist table), So in TO: I see the actual member, But still I have the list address in CC header, Can this be removed ?

No. It is placed in Cc: to facilitate replies to the list. To not do this you would need to modify mailman/handlers/cook_headers.py.
