There was a recent list message on the ways you can modify Mailman to hide or disable account deletion, escalating from "hide it with CSS" to disabling the REST endpoint -- I will forward it to you direct if I can quickly find it.

I would suggest, however, that preventing a user from deleting their own account is generally undesirable, and may be restricted by local regulation. I believe there is an "are you sure" confirmation step, so I struggle to imagine a case where this was done accidentally....
