This is a Django issue, not Mailman per se. The migration that's failing is django/contrib/contenttypes/migrations/0001_initial.py. A brief search seems to indicate that this won't work with NSS FIPS.

I can't help you with this. This is apparently a long standing issue with Django. See <https://code.djangoproject.com/ticket/28401>.
There is also a Python issue for this at <https://bugs.python.org/issue9216>
Both of those issue reports have patches and/or suggestions for workarounds and other references.
