This is a well known, long standing issue which will not be fixed in Mailman 2.1. See <https://bugs.launchpad.net/mailman/+bug/265179>
It is fixed in Mailman 3.

Code runs Fedora 29. Mailman 3 isn't available on F29. When code gets upgraded, mailman will be upgraded. As for turning off the reminder; you can turn it off yourself. Thank you.

If you mean as a Fedora package, I have no idea.
If you mean can Mailman 3 be installed on Fedora, people have been running Mailman 3 on Fedora for years. Start here <https://docs.mailman3.org/en/latest/>.
