I have a list that has the following settings:

List members -> Hold: This holds the message for approval by the list moderators.

Non-subscribers -> Silent discard

And yet, spam emails from a spammer that signed up to the list are going straight through and being delivered. Is this a known bug in mailman 3.2.1?

Example: <https://lists.openldap.org/hyperkitty/list/openldap-bugs@openldap.org/thread/6BJ45NAR3JAB5OOR77LMBF5FOTJAVFXV/#ATBZZNG6RE6TNI6DQLXP2OTR43F4QCSI>

It even has this list header: X-Mailman-Rule-Hits: member-moderation

and version is X-Mailman-Version: 3.2.1

I think it was sent via the web interface? User-Agent: HyperKitty on https://lists.openldap.org/

I checked the settings for this subscribed spam user, and it specifically says "list default" for moderation, so it should have been moderated.
