This is a problem that I had before.
Creating a new email list, adding members - all goes well the members can send email to the list and it is sent out.
Create an email list and import configuration data from mailman 2.1.20 *sometimes* has problems - mail is received, archived but not sent out.
This is only sometimes.
One list that I had the problem with I eventually got it to send out email, but I cannot remember exactly what I did.
The lists that get stuck go into an infinite look trying to deal with a file in /var/lib/mailman3/queue/shunt/ -- the files being worked on in /var/lib/mailman3/queue/out/ where they appear temporarily.

and thus creating files in
Mailman's var/templates/lists/ directory that can't be read by mailman

Yes: fixed by a quick: chgrp -R list /var/lib/mailman3/templates/lists
Yes: I do remember reading something about that but forgot. This will go in my notes.
