You can use the following rule:

That will match any Cc: header that doesn't look like any of
Cc: <neighbours@mailist.dunbar-vancouver.org> Cc: neighbours@mailist.dunbar-vancouver.org Cc: neighbours Mailist Dunbar <neighbours@mailist.dunbar-vancouver.org> Cc: any words <neighbours@mailist.dunbar-vancouver.org>
