Yes, it was by design. Do you really think that list owners should be able to enable or disable mail delivery, set digest format, user's password, etc. for a user's subscription on lists that they don't own?
Yeah, that makes sense for very large installations. Good point.
IIRC, mm2 had the concept of a site-admin. It would be nice if it had worked for them, though.
