You can do this in mailman shell by setting the list's volume and
next_digest_number to 1. E.g.,
$ ./mailman shell -l list@example.com Welcome to the GNU Mailman shell The variable 'm' is the list@example.com mailing list
m.volume = 1 m.next_digest_number = 1 commit()
