You are not looking at the relevant logs. In the first case, mail is delivered to Mailman, but then something happens to it before it is archived and delivered. Look in /var/log/mailman3/mailman.log and wherever Mailman's qfiles are in the Debian install.
Assuming the message is not held for moderation, rejected or discarded
due to list settings, it is probably queued in Mailman's shunt queue,
and if so, there will be an exception and traceback logged in mailman.log.
