When I ran
mailman members -r -n enabled redlatinleg@lists.ccalternatives.orgI did receive a list of subscribers for the new list I created, not just the owner or moderator.
Upon closer examination, another of my longtime working lists is also not working. Similar behavior as the new list I created in that I see the message has been archived, but not distributed to the subscribers.

These are the expected messages (there seems to be a time zone difference) and in the absence of any other error type messages say the message should have been delivered to the eligible recipients.
