As you brought up, running pip list installed shows this:

flufl.bounce 4.0

Thank you for refocusing the issue in terms of the "large numbers of bounces", too.

Here is what I have in mailman.cfg for the [mta] section:

[mta] verp_confirmations: yes verp_personalized_deliveries: yes verp_delivery_interval: 1

Does this help narrow down the problem any further?
