One more thing. It isn't obvious, but generally you want Action.defer rather than Action.accept. Action.defer will pass the moderation check, but still continue to check other rules such as administrivia, implicit-destination, max-recipients, max-size, no-subject and header filters whereas Action.accept will accept the message unconditionally and bypass those subsequent checks.
Thanks for the tip. I definitely use defer instead of accept now. At least for the use of moderators in a "unhold" stance.
