I've tried to hold off on dropping support for 3.5 for as long as I can, the last release even though supported 3.5 in Core, didn't in Django apps(specifically, Hyperkitty).
The main reason to drop support is that our dependencies have started dropping off support. For now, there is nothing in the Mailman source code that blocks 3.5, but that could change soon since I've really been waiting to use f'strings and other exciting features.
Also, Debian and Fedora do have 3.7 or 3.8 in them at this point, so I am hoping this won't be a huge issue.
