I do subscribe members using the same method your admin used, and I also check the option to send a welcome message as it defines things that the new user ought to know. I have just checked on the profile of one user I added 3 or so days ago and found that NO option is set on their web profile - just like your admin found out. I then checked my MTA logs for list posts (the list is active today) and found that ML posts are also being sent to their address.
So what your admin is reporting is rather strange - to me.
