台風１９号が接近、上陸した１２日、東京都台東区が、自主避難所を訪れたホームレスの男性２人を受け入れなかったことが、区や関係者への取材でわかった。区側は、避難所は区民を対象としたもので、２人が住所不定であることを理由に受け入れを断ったという。
