台風19号が接近、上陸した12日、東京都台東区が、自主避難所を訪れたホームレスの男性2人を受け入れなかったことが、区や関係者への取材でわかった。区側は、避難所は区民を対象としたもので、2人が住所不定であることを理由に受け入れを断ったという。
