Check out mailman members, addmembers, delmembers, syncmembers commands1 and see if they do what you are expecting the Mailman2 commands to do or you need something more.
If you are using another Python program, then you can rely on mailmanclient[2] python package for operations on lists and memberships using Mailman's REST API.
In fact, I miss the commands that were in the bin directory of the old mailman2 installation. Wouldn't it be nice to add them again to mailman3?
