Well, I haven't tried this and I don't recommend it, but while the intent of settings.py is to assign values to various known attributes, it is a Python module which is imported and could contain any valid Python code including code to read, modify and rewrite .../site-packages/postorius/forms/list_forms.py.
However, my recommendation is to maintain your local patches in a script that you can run following an update to apply them.
