The main reason this is problematic is that in migrating lists from mm2, I've set a 'fake' password for them in the mm3 db and instructed members to reset their password to set a new one so they can access the list and update their subscription and/or subscribe to other lists (which they can also do without an account of course - but then lose the ability to use the web interface and access archives).
So if, as an alternative, there is another way to get list members to access their account then I'm open to it.
Have you checked /var/log/mail.log for the time that the request was sent out? Have you looked in the mail queue for deferrals (# mailq)? For instance, Yahoo users will experience great delays if Yahoo starts deferring mail which it most certainly will on new IP addresses that starts sending out mail.
