As far as I know, the OPTIONS {'charset': 'utf8mb4}
setting in the
DATABASES
definition for mysql (see
<https://gitlab.com/mailman/mailman-suite/-/blob/master/mailman-suite_project/settings.py#L142>)
will fix this issue.
Although, one user may be currently having this issue where the
OPTIONS
setting doesn't fix it
