Right, it totally depends on how one is replying.
In the web interface, since you already seem to be using it, there is a button which adds the quoted text if needed.
For email clients, the behavior varies from one client to other and there are tons of them. Some will quote by default, some won't. Then, it also depends on the users, since even if it is not the default, they can optionally add quotes.
