New template system. Closes #249
The new template system is introduced for API 3.1. See
``src/mailman/rest/docs/templates.rst`` for details.and using English as an example, you can put a sitewide footer template in var/templates/site/en/list:member:generic:footer.txt. If this file is empty, the footer wont be added.
