Short answer - Yes.
You need only a Mailman 3 installation. You also need a copy of the Mailman 2 lists/LISTNAME/config.pck file for input to 'mailman import21' and a copy of the Mailman 2 archives/private/LISTNAME.mbox/LISTNAME.mbox file for input to the Django management hyperkitty_import command.
It would be good to check the archives/private/LISTNAME.mbox/LISTNAME.mbox file with the Mailman 2 bin/cleanarch command, but you can do that on the Mailman 2 system before copying the mbox.
