We've already got the code for it. It was the "dynamic sublists" project. Systers built dlists for their needs with mailman 2 and we had a student implement it on mailman 3.
The problem has just been in getting the patches integrated, which was mostly on me not being able to follow through at the critical time (as opposed to there being technical reasons it wasn't done). I still don't have the volunteer time necessary to port them forward to the latest version of mailman now and do the integration, but would be happy to help answer questions if someone else is interested in working on it.
